Picketing teachers, approval of remodeling the theater arts building for disabled students, and the acceptance of a $2.3 million bid for the construction of physical education facilities at Oxnard College highlighted Tuesday's 27-minute meeting of the Ventura County Community College District Board of Trustees.
Before the meeting began, about 30 instructors gathered outside the District office to hear progress reports on the American Federation of Teachers contract negotiations.
The District has offered part-time faculty a 0% raise. Full-time instructors were offered a 4.5% raise, Harry Korn, AFT chief negotiator, reported the results of the first impasse meeting between the Public Employee Relations board, the AFT, and the District.
"The only change they offered you is a rousing 4.5% raise," Korn said to the picketing instructors. "Which amounts to a 10% cut if the inflation rate is 12%. I'm insulted and I hope you are too. I don't know how they (the District) could have the gall to make such proposals."
In the actual Board meeting, a preliminary plan for renovation of the college's theater arts building was unanimously approved by the trustees. Renovations include construction of an elevator and the remodeling of the restrooms for disabled people. This remodeling project will cost an estimated $212,026, Dr Ray Loehr, superintendent said. The state will pay $118,000 toward the remodeling and the district will make up the difference.
Before final approval was made, Tom Olicoeur, trustee, asked for comments on this item from the college presidents but was quickly rebutted by Vincent Turner, acting trustee president. Turner said Jolicoeur's request was out of order.
"I think they should participate in discussion," Jolicoeur said. And I'd like to get their thoughts on this subject.
"I feel that regardless of which campus the renovations have to be made, we owe it not only to the handicapped , but to the rest of the community to make the transition to make these facilities possible."
Dr. Ray Hearon, Moorpark College president, noted that although the time is not perfect to spend money on building improvements, this is one place where it should be done.
In other board matters, Dr. Darlene Pacheco wa approved for the position of divisional director of social Sciences, moorpark College.
In other action, trustees also made final approval of a $2.3 million bid for construction of Oxnard College's physical education facilities, which they awarded to Don-Greene Contractor Inc. of Santa Barbara.
